Schools was approved it was decided that while the creation of a post of Deputy Director might be justified any further increase in the senior posts of the Department should await the general review of establishments which it is hoped will shortly be undertaken by an efficiency expert.

The complaint that the maximum of the time scale is less than the maxima of the scales for other professional officers will be met if you accept the recommendation in my staff savingram under reference that the grades of Senior Master and Senior Mistress should be abolished and the time scale for men and women extended to $1540 per mensem and $1240 per mensem respectively. As regards the initial salary of the time scale I do not consider that there are any grounds for introducing a starting point in excess of the $800 per mensem recommended by the Commission. The starting point for Engineers, Architects, etc., was fixed by the Commission with due regard to the higher average age of entry of such officers.
6. I am not in favour of any revision of the scales recommended by the Commission for Chief Technical Instructors which appear to me to be adequate.
7. I suggest for your consideration that the reply to the petitioners should be to the effect that you are unable to accept their contention that the recommendations of the Salaries Commission tend to minimise the importance of education work; that no alteration in the salary of the Director is at present proposed; that the creation of additional senior posts in the Department is not considered justified at present; that no revision of the scales for Chief Technical Instructors appears necessary; that you are unable to agree to a starting point for the time scale in excess of $800 per mensem but that you approve the discontinuance of the grade of Senior Master and Senior Mistress and the extension of the time scale to a maximum of $1540 per mensem for men and $1240 per mensem for women.
